A bicubic bezier surface with motion blur. The weird effect came from incorrect indexing of the geometry. I got coordinates over the surface confused with coordinates over time. It didn't cause any issues until I rendered something with motion blur.

A bug was fixed where moisture was created out of thin air under certain circumstances, leading to what I assume you thought was snow. But then, they're much the same thing, clouds and snow.
